[arin-ppml] ARIN Draft Policy 2023-5

Good morning ARIN Community!!

I would love your feedback on ARIN Draft Policy 2023-5, which involves the clean up of NRPM Sections 4.3, 4.4, 4.10 and 6.10.1.

These are all straightforward and simple changes to the NRPM, including:
Delete section 4.3.4 in its entirety and replace it with the heading "4.3.4 [Retired]".  Currently 4.3.4 states that users may qualify for address space under other policies such as Micro-allocation, however this is discussed in detail in section 4.4.

For section 4.4, delete the sentence: "Organizations receiving these micro-allocations will be charged under the fee schedule."

For section 4.10, replace the text "This block will be subject to a minimum and maximum size allocation of /24." with the text "A /24 block will be allocated."

For section 6.10.1, delete the sentence: "Organizations receiving these micro-allocations will be charged under the fee schedule.
