[arin-ppml] Draft Policy ARIN-2023-1: Retire 4.2.1.4 Slow Start

Loosely not in favor

> Staff has confirmed that this policy has not been used since 2018.
It still may be a deterrent when seeking transfer or a place on the waiting
list.

While not a great reason to keep it around, I've frequently seen this
policy referenced by ISPs for why they can't immediately lease out large
blocks to customers "if we have to play by this rule, so do you".
