[arin-ppml] Revised - Draft Policy ARIN-2022-12: Direct Assignment Language Update

Owen,

Just wish to clarify what you mentioned:

By saying "who have no IPv4 resources directly issued to them by an RIR",
this reads as the applicant cannot have any existing IPv4 resources already
allocated to them by other RIRs such as RIPE, APNIC, etc. Please correct me
if I'm wrong, however wouldn't this be something that would be better
discussed for all RIRs to implement rather than ARIN only, considering ISP
organizations can be physically present in multiple RIRs and obtain
resources from each one for their respective locations as intended by each
region having their own RIR? Note I haven't checked to see if any similar
proposals have been made in other regions and are being considered, so I'm
unsure what the stance of other RIR users would be regarding this policy.
