[arin-ppml] Revised - Draft Policy ARIN-2022-12: Direct Assignment Language Update

The placement of "only" in "All ISP organizations with only IPv4 addresses
from an upstream provider qualify for an initial allocation of up to a
/22..." would have a presumably unintended effect of excluding ISP
organizations that have both IPv4 and IPv6 addresses from an upstream
provider. I think you want it to say something like "All ISP organizations
with IPv4 addresses solely from upstream provider(s) qualify..."
