[arin-ppml] LAST CALL - Recommended Draft Policy ARIN-2022-11: Clean-up of NRPM – Introduction of Section 2.17

I support the policy as written and moving it forward to the board.

However, I hope my suggestion to modify the opening paragraph of section
2 will be taken up as a separate proposal. I think it would knit the
definitions and the diagram in the opening of section 2 together. Right now
the opening paragraph and the diagram seem only tangentially related to the
definitions that follow.
