[arin-ppml] Revised - Draft Policy ARIN-2022-12: Direct Assignment Language Update

This seems to ignore the fact that end-user organizations often manage their
space and justify it in ways that aren’t really compatible with the way that LIR/ISP
organizations do so.
If you want to merge the terms allocation and assignment into allocation, fine,
but please make sure to preserve the option for end users to acquire units of
address space based on the requirements in the existing end user policies.
This is even more important in the v6 policies than v4.
