[arin-ppml] Revised - Draft Policy ARIN-2022-1: MDN Clarification for Qualification

I’m fine with this as is now. However, since we’re opening this particular can of worms, I will ask the following question…
Do we want to limit the total additional allocation/assignment to MDN to be doubling the qualifying MDNs instead of the
total space of the organization?
As written below, for example, let’s say an org had 16 MDNs each of which held a /22. The organization’s total
space would be a /18. In the event where two of the MDNs qualified to expand, in theory, they could each be
expanded by an additional /19 in a single transaction (transfer a /18) vs. the more reasonable transfer of a /21
which would double each of the qualified networks by an additional /22.
