[arin-ppml] Draft Policy ARIN-2022-1: MDN Clarification for Qualification

Generally, I don’t have a problem with this, but I think that the requirement should be that “Each discrete network requesting additional resources (whether via waiting list or transfer) must meet…”

As currently worded, it could be construed to require each discrete network to be 80% utilized before a transfer can be acquired by any of them, which I think is entirely contrary to the intent of the MDN policy in the first place.
