[arin-ppml] Draft Policy ARIN-2022-3: Remove Officer Attestation Requirement for 8.5.5

On a related attestations, but weren't in the NRPM, in 2021 ARIN
conducted a consultation on the state of attestations for other
operational practices.

While I see that the consultation was closed, I don't recall an
announcement about any changes being made after this consultation, but I
could have missed it.
Could ARIN staff please clarify the changes that were or weren't made
after the consultation closed last year.
