Regarding the staff comments:

I would suggest adding an implementation guideline clarifying intent in this area to accompany the policy.
I would suggest the following, but I encourage the community to discuss whether or not this is the best guidance to give:

Upon implementation of this policy, staff should stop accepting this field in new records.
Upon implementation of this policy, staff should not allow modification of this field in existing records, but should allow deletion of this field from existing records.
One year after implementation of this policy, staff should deprecate and remove this field from all existing records.
We encourage staff to send a series of notifications to the appropriate ARIN and non-ARIN lists that generally receive ARIN operational messages leading up to this deprecation.
