ARIN provides reverse delegation entries for a subset of the in-addr.arpa
and ip6.arpa
space, yes.

To a certain degree, you don't.
Pay enough money to an unscrupulous entity for transit, squat on some
unused IP space,
and you too can get internet access without going through ARIN.

We just need IANA. ARIN can go away then and we will be all fine?

ARIN provides the same type of function that the county clerk provides,
which prevents us from descending into a wild west shootout scenario
to determine who controls what land.

We all collectively agree to abide by a centralized registry of
information,
to resolve disputes and ensure uniqueness of address utilization.

IANA doesn't want to deal with that level of record keeping, so it
delegates
the paperwork function out to regional registries, of which ARIN is one.

IANA
level, and the RIRs could go away--but that would mean a huge amount more
paperwork and headache for IANA which they aren't thrilled to do.

ARIN is just a delegated function of IANA, so that IANA doesn't have to
deal
with running the databases and keeping everything updated for everyone in
the
world.  Think of it as outsourcing the busywork.   ;)
