[arin-ppml] Draft Policy ARIN-2022-13: Clean-up of NRPM Section 2.10

It seems like this change would mean a single physical data is not "one
site" as defined by the end user rules if each 'customer' gets a globally
routable subnet.
That does seem like a good distinction, since a single site hosting 10,000
customers' virtual infrastructure should probably be treated differently
than a single site with a single subnet.
