[arin-ppml] Have we REALLY got to this sad state of disrepair?

Now that I look, RIPEstat tells me that someone from Russia *did* use those addresses.  (AS46640, since the data's public...)
So I can state with confidence that not having a better way to clean up zombie/orphans does lead to misuse.
