[arin-ppml] Proposal to ban Leasing of IP Addresses in the ARIN region

This does sound better.. probably the best proposal so far, but how does 
it apply to the transfer market? And would those that this affects, 
quickly work around it by offering connectivity <sic>.

But kind of curious, should ARIN take a position also on the 'hosting' 
<sic> companies, that just let anyone use IP space for any use, eg say I 
start a hosting company, and get a /20 and just advertise to snow shoe 
spammers, come utilize my IP Space, just to get to 100% utilization, so 
they can get more IP Space.  They aren't really interested in making 
money on the customers, they just want demonstrated utilization.

I am sure we all know some of these companies.

While ARIN normally doesn't take a position on WHAT the IP(s) are used 
for, just that they have utilization, some companies may abuse this as a 
ruse to gain IP Space. And some probably already have.

Just a question, as we routinely see /16's that are just spammer havens, 
and hard to see any other reason for them to operate that way, except to 
fulfill utilization requirements.
