[arin-ppml] Draft Policy ARIN-2021-5: Update ISP and End User References For 2022 Fee Schedule

Opposed.

If the Board wishes to impose identical fee structures on LIRs and end-users. it 
can do so now.  It just needs to adopt identical fee schedules for each.  (If 
they do so, then obviously, there will be push-back about any perceived unfairness.)

This proposal would remove that power and responsibility from the Board, given 
them unwarranted shelter.  They would be able to say "We have no choice, the 
Policy requires that the fees be the same."  But if they aren't responsible, who is?
