[arin-ppml] Proposal - Remove Initial Small Assignment Requirements for IPv6

That's kinda the point. If you're not engaged enough to do a little work, the rest of us don't want to give you a free ride in the routing table. *That* actually costs a lot of money and we can't recover it from you.
