The claim that those users could go directly to AFRINIC given AFRINIC’s refusal to recognize the validity of out-of-region utilization is patently absurd.

This so-called grace period is nothing more than the thinnest of fig leaves so that AFRINIC can pretend it is doing the right thing while committing what is effectively a terrorist act against Cloud Innovation and its customers.

You’re ignoring the earlier portion of his sentence where he pointed out that John Curran had claimed that part of the reason ARIN didn’t approve Cloud Innovation’s request was that they did not believe they would be using the resources in the ARIN region.

You have to read the whole sentence. He’s not disputing the BGP data, he’s affirming the fact that John made two statements which contradict each other.
