[arin-ppml] Board Election Petition underway

It's probably more than process reform that is needed IMHO. I didn't
realize this changed, but you don't need to be a member in good standing to
run for the board. I'm pretty certain it used to be a requirement. Not sure
when that changed. It appears at least two of three possibly aren't. I'd
argue this is another black eye for the process.
