Contractual is misspelled.

Legacy number resources are not subject to a contractual agreement
between ARIN and the resource holder. Does it follow from this
language that they are also not subject to the policies since all
numbers subject to the policies are also subject to a contractual
agreement?

No, it does not follow as ARIN applies the policies to all number resources in the registry.

Furthermore, it is worth noting that there are many legacy resources subject to contractual agreement, as some people choose bring them under the RSA in order to have clearly defined legal rights.
