Thank you Scott and Bill for your comments.
This editorial change was part of a much bigger draft policy that came out of the NRPM cleanup, but many of those edits were pre-empted by various polices that were implemented prior to the edits being approved.
Sections 8.3 and 8.4 remained after the other edits were addressed. After seeing your concerns I will meet with the authors, council and staff and review our decision to carry this forward as an editorial change.
