[arin-ppml] Revised - Draft Policy ARIN-2020-8: Clarify and Update 4.2.1.2 Annual Renewal Fee

	Per its Bylaws, ARIN is obligated to "utilize an open, transparent multi-stakeholder process for registry policy development.”

	As such, the ARIN Policy Development Process (PDP) is more than advisory, it fulfill an organizational obligation that there be a clearly documented process that is followed in a open & transparent manner.

	In practice this would mean that the Board would have to change the ARIN PDP if it ever felt it necessary to proceed outside of the currently adopted process.  The Board has the power to do so, but is unlikely to undertake that sort of activity capriciously given that the Bylaws also provide the ARIN membership with the ability to remove Board members.
