[arin-ppml] Open Petition for ARIN-2020-2

One thing I wanted to highlight is that support to the policy is not 
necessarily a support to the petition. There is a difference in the 
reasoning for both.

The support to the petition should be (at least in theory) because these 
people supporting it are dissatisfied with an action taken by the AC - 
after reading and understanding it. There have people that supported the 
proposal during the discussion but after AC evaluation that this may not 
progress they accepted their decision.


In any way this petition gathering enough support to progress to the 
Board of Trustees I really hope they keep the AC decision which among 
several points have considered that it lacks one of the principles for 
it to progress which is "Be supported by the community"
