[arin-ppml] Open Petition for ARIN-2020-2

Metro Communications (MCC Network Services, LLC) is in favor of this proposal.  We are a vendor, competitor and peer with Stratus and agree completely with their proposal.  I honestly don't see how ARIN members would not be in support of this change; hopefully the resolution is adopted.
