[arin-ppml] Update on progress on ARIN 2021-2

I support the policy. 
Anything that makes the NRPM easier to understand is a winner.
Even those who have received special use space and would be expected to be
"policy-sophisticated" could get tripped-up by current policy language,
whereas this change clarifies things for those members.

I support the policy as written. 

I feel it is not controversial, but rather a straight-forward clarification
to existing policies, which will help staff more precisely handle waitlist
requests, and correspondingly will allow waitlists applicants have a more
clear idea of what to expect, if they have already received special use
assignments.

Draft Policy ARIN 2021-2: Special Use IPv4 Space Out of Scope for Purposes
of Determining Waitlist Eligibility was presented at ARIN 47 by Matthew
Wilder. The draft policy had 7 comments of support at the end of that
meeting. The Shepherds will be progressing the policy to recommended before
freeze out dates coming in September.
