[arin-ppml] Draft Policy ARIN-2020-2: Grandfathering of Organizations Removed from Waitlist by Implementation of ARIN-2019-16

I do not support this draft policy.

It is better to distribute the remaining IPV4 resources more evenly as per
ARIN-2019-16. I believe the "early applicants" are not entitled to a
greater share just because they got their applications in before
the ARIN-2019-16 policy went into effect.

Fraud is probably still rampant with all 4.1.8 applications. You only need
to look at the incentives that are still in place to see this is a land
grab opportunity.

I challenge ARIN staff to provide additional data on the "vast majority
indicated that they agreed that some organizations were treated unfairly."
It can be assumed that these are vocal individuals who are upset at not
getting $$$,$$$ handouts from ARIN.

We must stand up for the unformed startups and entrepreneurs who'll be hurt
by the unfair allocation of IPv4 assets to legacy companies.
