[arin-ppml] Draft Policy ARIN-2020-2: Grandfathering of Organizations Removed from Waitlist by Implementation of ARIN-2019-16

I support this initiative.  It makes more sense to implement policies on a
go forward basis without impacting those who played by the rules and are in
need of the requested space.  There has to be a better way to identify
shell entities requesting space for re-sale by brokers versus service
providers who are serving real customers and will make immediate use of the
assignment.  Thank you.
