Not quite… It works based on rough consensus, not relative weight of support or opposition.

So if there are substantial objections from the community, a mere majority may not be sufficient. OTOH, if all objections can be addressed (and substantial objections mitigated or accommodated), then a proposal should move forward. As to what is substantial, addressed, mitigated, or accommodated, those judgments are made first by the advisory council, with various checks and balances from the board and the petition process(es).
