Mike,

I appreciate you providing a clear argument. You are saying that the whole
concept of limiting access to the waiting list based on total holdings in
2019-16 is unfair. While I'm not sure I agree, I think this is a
valid question for the community to discuss.

However, many others seem to be claiming that there are fairness issues
with how 2019-16 implemented, but not with the policy itself, in my mind I
don't see how that argument holds water.
