Speaking in a personal capacity: I do not support this policy proposal.

I’d been struggling to express my reasoning in a succinct manner, but Hayee’s comment helped - organizations who had made business plans that were dependent on obtaining IPv4 space through the waiting list process only have themselves to blame for not accounting for the possibility of never being able to obtain that space. As Andrew has mentioned, an application on the waiting list was never intended to be a guarantee of getting space on any timeframe, if ever, and organizations that failed to make contingency plans for that possibility should not be blaming ARIN for their own planning failures.

Speaking from the perspective of an individual ARIN Advisory Council member (to be clear, *not* speaking for the AC as a whole), some very difficult policy choices had to be made in response to the waiting list suspension to balance the needs of the community with the clear need to 1. prevent future abuse of the waiting list to obtain valuable IPv4 resources and 2. ensure a more equitable distribution of those resources. We might have not gotten it perfect - which is why we have a PDP, and why proposals such as this going through that process - but in this case I feel that the AC made the right choice here, and to roll that back now would be a disservice to those currently on the waiting list.
