[arin-ppml] ARIN-2020-6: Allowance for IPv4 Allocation “Swap” Transactions via 8.3 Specified Transfers and 8.4 Inter-RIR Transfers

I believe swaps should not be permitted using wait-list space.  I do not 
support this draft when using wait-list space for a swap.

I could support the draft if the ability to use wait-list space for the 
swap is removed.
