[arin-ppml] Revised - Draft Policy ARIN-2020-5: Clarify and Update Requirements for Allocations to Downstream Customers

Staff and legal has been completed for 2020-5. If the community continues
to support this, the shepherds would like to move this to recommended
status during our next meeting. You can find the policy staff and legal

Summary (Staff Understanding)

ARIN-2020-5 replaces RFC2050 references in Sections and
with references to the End user assignment utilization requirements in
Section 4.3.3.


ARIN Staff Comments

ARIN-2020-5 would align requirements for downstream customers with existing
ARIN End user policy and remove outdated RFC2050 references, which have
been a source of confusion in the past.

This text is clear and understandable, and can be implemented as written.

ARIN General Counsel – Legal Assessment

No material legal issue.

Resource Impact

Implementation of this policy would have minimal resource impact. It is
estimated that implementation would occur within three months after
ratification by the ARIN Board of Trustees. The following would be needed
in order to implement:

Staff training
Updated guidelines and internal procedures
Standard documentation updates
