[arin-ppml] Draft Policy ARIN-2019-19: Require IPv6 Before Receiving Section 8 IPv4 Transfers

I actually hope too that it is not required, but I made the point to show 
that the game playing could be caught.

Also, many are looking at the IPv6 policy as affecting everyone.  It does 
NOT.  It will ONLY affect those who receive directed IPv4 transfers. If 
you have an IPv4 network that is not growing, and you are happy with its 
operation, you will still be free to ignore IPv6.

However, the more places we can get to adopt IPv6, the better it is for 
everyone.  We know the IPv4 math does not work, and eventually the only 
IPv4 players are going to be those who are grandfathered, or are willing 
to pay a large premium to another player to obtain their address space, 
since there is no new space.
