[arin-ppml] Advisory Council Meeting Results - November 2019

In accordance with the Policy Development Process (PDP), the Advisory
Council met on 1 November 2019.
The AC has advanced the following Recommended Draft Policies to Last
Call (each will be posted separately):
* ARIN-2019-3: Update 4.10 – IPv6 Deployment Block
* ARIN-2019-8: Clarification of Section 4.10 for Multiple Discrete Networks
* ARIN-2019-15: Hijacking Authorization Not-intended
The AC has abandoned the following Draft Policies:
* ARIN-2019-13: ARIN Membership Legal Jurisdiction Exclusion
* ARIN-2019-17: Returned Addresses to the 4.10 Reserved Pool
Regarding ARIN-2019-13, the AC has issued the following statement:
"The ARIN AC has decided to abandon policy proposal 2019-13 based on
community feedback that the policy proposal did not address a pressing
problem that needed to be solved, and legal assessment citing
substantial legal risks if the policy proposal were adopted."
Regarding ARIN-2019-17, the AC has issued the following statement:
"The ARIN Advisory Council has chosen to abandon Policy Proposal 2019-17
"Returned Addresses to the 4.10 Reserved Pool" due to lack of community
support for enlarging the 4.10 pool and a sustained community need that
continues to be met by the IPv4 waiting list."
Anyone dissatisfied with these decisions may initiate a petition. The
deadline to begin a petition will be five business days after the AC's
draft meeting minutes are published.
The AC has advanced the following Proposal to Draft Policy status (will
be posted separately for discussion):
* ARIN-prop-278: Require IPv6 before receiving Section 8 IPv4 Transfers
The AC advances Proposals to Draft Policy status once they are found to
be within the scope of the Policy Development Process (PDP), and contain
a clear problem statement.

* ARIN-2018-6: Clarify Reassignment Requirements in 4.2.3.7.1
* ARIN-2019-1: Clarify Section 4 IPv4 Request Requirements
* ARIN-2019-10: Inter-RIR M&A
Draft Policies:
* ARIN-2019-12: M&A Legal Jurisdiction Exclusion
* ARIN-2019-18: LIR/ISP Re-Assignment to Non-Connected Networks
Proposals:
* ARIN-prop-279: Harmonization of Maximum Allocation Requirements under
Sections 4.1.8 (ARIN Waitlist) and 4.2.2 (Initial Allocation to ISPs)
