[arin-ppml] Transparency on IPv4 transfers

I proposed the RIPE policy many years ago requiring reporting of transfers. In the original version we required the price of the transaction be reported as well. The policy eventually passed, but that pricing aspect of the proposal was deleted as it failed to gain consensus. I think address brokers saw that price transparency as inimical to their interests, but there could have been other reasons, including some of the accuracy concerns raised on this list. ARIN would not be in a position to get accurate price information unless it actually operated an ip address exchange, which I don't think the community wants it to do.

This is not what I had in mind.

Because it has come in private, a word of the 44.192/10 transaction :
I think that not disclosing the amount of the transaction was a mistake.

Math done fast : 4 Million IPs worth $15 a pop = $60 Million.
What if it was sold for $55M or $65M ? would not have raised eyebrows. Within market fluctuations.
Would have been contained to a Ham radio issue. Nobody doubts that Amazon would have forked 60 Million bucks for a block that size; they have the cash in hand.

With the amount of the transaction not being public, not only everyone wonders if the sale of 44.192/8 was legit, but also why the amount was kept private. If it can't be disclosed, there must be catch, right ? Disclosing the amount of the transaction would have removed the question that's on everyone's mind : where's the catch.
