I don't think this proposal is relevant in any way to your situation.

The proposal specifically relates to leasing IP addresses to recipients 
who are NOT receiving connectivity from the lessor.

It is, as far as I know, perfectly normal for an ISP to provide 
addresses to its customers. Depending on the service agreement, they 
might provide a single IP address or a block of any size, and might 
provide a dynamic address (very common with dialup providers, not so 
common now with DSL and always-on T1 or cable or fiber connections), or 
static addresses.  They might permanently allocate an address or block 
of addresses to the customer (so the customer can advertise those 
addresses via DNS or otherwise), or they might be effectively static 
(unlikely to change), but with no promise of that from the ISP.  AFAIK, 
all these are standard practices in conformance with ARIN policy and 
unaffected by the proposed changes.
