It seems like having a rule simply blocking specified transfers
also removes incentive  for organizations to renumber/
free up that block  some years in the future,  should they no longer need it.
Say an org obtains a waitlist /22 in 2020,   but no longer needs what
amounts to a /24 in 2024....    with specified transfer prohibited,  then
that org has no monetization incentive  to  renumber their network to free
up some blocks that could be returned/transferred for use elsewhere.

Perhaps a stronger concept,  something like....
   * Use a temporary non-transferrable impediment to deter abuse,
which expires.
   * Use a review process to identify  amounts of IPs that could be saved
     by the applicant renumbering networks.

Or like:

All future allocations of IPv4 number resources received from ARIN under
4.1.8.2  and/or by any means of transfer provided section 8:
including 8.2, 8.4, and 8.3 are "provisional" allocations or assignments for
the first X years and may not be further transferred to any other recipient
under 8.3, and may not be transferred to a different RIR  while
the allocation is provisional.

Continuing to hold a provisional allocation/assignment of IPv4 resources
is conditional upon receiving an authorization to renew from ARIN which
is good for  Y years,  and unless renewal is requested and re-authorized,
then the allocation shall expire and the IPs return to ARIN's unallocated
IP addresses.

As a condition for authorizing the renewal of a provisional IPv4 allocation:
ARIN will conduct a review and/or audit  at the applicant's expense of
all IPv4 resources held by the organization to require continued efficient
utilization for all previous allocations,  continued justified need for all
provisional allocations,  and after the review or audit, a written
agreement  to return back to ARIN the amount of IP addresses
identified in that review as space no longer verifiably required:
to be executed by the organization and actually performed before
a provisional allocation may become a regular IPv4 allocation
or assignment.

ARIN will renew provisional allocations upon successful application,
ARIN authorization,  and payment for all services, for an additional
Y years,  or at the end of the probationary term after X years:
an application from the holder of provisional resources to renew
and also to  make the active provisional allocation a
regular allocation  instead of a Y year authorization.

ARIN will deny any application to transfer out provisional
IPv4 resources until after X years and the authorization
was completed to make the allocation a regular one.
