Section 9 is already much more detailed, and there's nothing there
stating entities must be incorporated within ARIN service region;
although they must be carrying out business legally as that entity
within the ARIN service region.
See current Sec 9 language:
"A real and substantial connection shall be defined as carrying on business
in the ARIN region in a meaningful manner. The determination as to whether
an entity is carrying on business in the ARIN region in a meaningful manner
shall be made by ARIN."
<---- The current language for Sec. 9 has No implication of an entity
having to be incorporated in the ARIN service region.
