You can incorporate or organize and LLC anywhere you want, but you
also have to register as a foreign corporation or LLC in the states
where you do business.  If a purported business has an address but
no state registration, that indicates bogosity.

You do have to be sure you're looking in the right places.  Here in NY
corporations and LLC have a state online registry, but to check my
DBAs you have to ask at the local county courthouse.
