I'll throw my vote behind "those on the waiting list get a new chance to
set their minimum acceptable size, consistent with the new policy, and then
keep their place in line."

The applicant's originally approved request should continue to serve as a
pre-approval for transfer of the larger block.  Receipt of a smaller block
via the waiting list should probably reduce the size of the remaining
approved transfer request, but it might also be good to revisit that at the
time of waitlist issuance to see what their current needs are...
