[arin-ppml] Draft Policy ARIN-2019-2: Waiting List Block Size Restriction

The draft policy does not specifically state what happens. I think the
best would be to give an organization currently on the list the option
of adjusting their minimum size to the new maximum, if their current
minimum is less than the new maximum. We could include this in the
implementation notes or include it in updated draft policy text if desired.
