I speak neither for or against this draft policy.

I would like to note that the delegation of ip6.arpa zones are currently 
cleanly delineated. In the simple and current example, each RIR is 
delegated a /12 reverse zone for their IPv6 /12 blocks issued to them by 
IANA.

If this draft policy results in individual registrations of /32s (and the 
like) being transferred among RIRs, then the RIR engineering teams will 
need to implement a solution for rDNS.  While the RIR engineering teams 
very capably and reliably do so today for IPv4, I think it's fair to say 
that system has experienced periodic fragility over the past few decades.

A complete answer to Chris's question also requires knowing how inter-RIR 
v6 transfers would impact RPKI (if at all).
