[arin-ppml] Draft Policy ARIN-2019-2: Waiting List Block Size Restriction

I agree with Albert here.  I'm sure there would be lots of details to work
out but at first glance auctioning off the numbers and then using that
money for special projects ( NOT for buying more IPv4 addresses ) sounds
like a good idea to me.
