[arin-ppml] Draft Policy ARIN-2019-14: No Specified Transfers for 4.1.8.2 Blocks

Hello,
I have not seen a lot of support for this draft policy and based upon
that feedback from the community I intend to recommend to the full AC at
the next teleconference that this draft be abandoned. If you feel
differently and would like to support this policy moving forward, please
state your support on the list.
