[arin-ppml] Proposed Editorial Update to NRPM (Formerly ARIN-prop-256: Modify 8.3 and 8.4 for Clarity)

The ARIN Advisory Council (AC) has classified "ARIN-prop-256: Modify 8.3 
and 8.4 for Clarity" as an editorial change to the Number Resource 
Policy Manual (NRPM).

The text of the editorial change is below for consideration.

The process for editorial updates to the NRPM is found in Part One, 
Section 3.1, paragraph 3 of the PDP:

"Changes to policy that are purely editorial and non-substantial in 
nature are outside the scope of the full Policy Development Process and 
may only be made with 30 days public notice followed by the concurrence 
of both the ARIN Advisory Council and ARIN Board of Trustees that the 
changes are non-substantial in nature."

Your feedback on this editorial update is encouraged. The review period 
will close on 25 October 2018.

Editorial Change: Modify 8.3 and 8.4 for Clarity (Formerly ARIN-prop-256)

Problem Statement:

Language in 8.3 and 8.4 refers to “M&A transfers” without defining that 
term, which does not accurately describe the intention of the community. 
For example, a “reorganization” is handled under section 8.2, but a 
“reorganization” is not part of the common understanding of the term 
“M&A” . We have had clients become concerned about this issue, when they 
come to market to sell addresses but see that there might be a waiting 
period due to a recent 8.2 transfer.

Policy Statement:

Replace the term “M&A” with the term “8.2” in 8.3 and 8.4.

Comments: Improves clarity.

Timetable for Implementation: Immediate
