[arin-ppml] Draft Policy ARIN-2018-3: Remove Reallocation Requirements for Residential Market Assignments

+1 on removal of this policy.

I note that the same policy does NOT exist for IPv6, removal is best to 
equalize the policies.

I think this policy was originally done to track usage of IPv4 blocks for 
the purpose of tracking usage when requesting more addresses.  Since there 
is no IPv4 free pool, it is unneeded.  In the case of IPv6, almost 
everyone gets a block so large that almost no one will ever have to return 
for more addresses, thus the lack of this policy.
