[arin-ppml] Draft Policy ARIN-2017-11: Reallocation and Reassignment Language Cleanup

Recommended policy 2017-5 proposes changing the language in 6.5.5.1 from 
/64 or more to /47 or more.  According to an earlier email, this has been 
sent to the ARIN Board for adoption.

The editoral changes in this draft include cleanup of 6.5.5.1, without 
noting that the ARIN Board may soon change the standard from /64 or more 
to /47 or more.  I would not like to see this draft adopted as is, as it 
might be considered proposingg changing that standard back to /64 or more.

I propose that this draft make clear that it does not seek to change 
whatever the current standard is (/47 or /64) at the time of its adoption, 
but simply desires to modify the remaining editoral language in that 
section.
