[arin-ppml] Draft Policy ARIN-2017-13: Remove ARIN Review Requirements for Large, IPv4 Reassignments/Reallocations

Do we have any statistics on the last time 4.2.3.5 was invoked and/or
frequently it was invoked?  I suspect it's been awhile...
