[arin-ppml] IPv4 SWIP requirements (?)

Last time I brought up this topic, I was informed that until the Board 
gets the mandate to work on enforcement, very little will be done on 
this.  However, it wasn't clear on how that can be brought about.

Of course, we are supposed to 'report it to hostmaster', but after many 
such reports, and seeing no effect, it makes it hard to bother with 
reporting it..

We see daily bad SWIP entries, entries pointing to bad or non 
functioning 'rwhois' servers, and without the 'stick', that is unlikely 
to change.

We in our own way 'encourage' operators of IP Space to fix their 
entries, but until some form of policing is in place, I do not expect it 
to change much.

Maybe an independent movement to 'blackhole' IP space with bad SWIP 
practices?? (not entirely kidding)
