On the surface, I’d agree with you. However, the reality is that as much as North American address owners are seeking to sell, there is an even greater demand for addresses in Asia and as such, I believe this may be the most effective possible way to push for change to these one-way policies and I am confident that any additional limitations imposed by this policy change would likely be short-lived.

It is not my intent here to prevent the flow of addresses to any of these regions, but, to make sure that if we do permit that flow, we do so on an equitable basis with a level playing field.

This is a logical fallacy in my opinion. You consider them the most advanced essentially because they have the most transfers and the least restrictions. Sure, the most transfers is a direct consequence of having the least restrictions, but that doesn’t mean it’s the best or most optimal policy. We must ask ourselves whether the goal is to maximize the mobility of IPv4 address resources, or, to ensure the fairest and best distribution of them to those with need.

RIPE does a great job of mobility, to be sure. However, I think there’s plenty of evidence that they are not so good at fairest or best distribution.

While I recognize and understand the fear in question, I think it’s not as likely to materialize as some would have us believe. I also think that it’s much less of a concern once the free pool in the region is fully depleted.

I notice you specifically don’t address CNNIC or KRNIC (both of which are NIRs which are relatively rich in addresses, but have existing one-way policies rather than theoretical one-way policies).

The reality is that at this time, this proposal would not affect AFRINIC or LACNIC where one way policies are a purely theoretical discussion so far, but would immediately impact APNIC, KRNIC, and CNNIC directly because of the one-way policies in KRNIC and CNNIC and the current policy in APNIC allowing transfers to those NIRs.
