[arin-ppml] Draft Policy ARIN-2017-8: Amend the definition of Community Network

I support the new NRPM text. Improving the NRPM to align with reality is
good.

I've built and operated community networks since 1998 and prior, and I was
and am directly affected by this policy.

We have found that a strictly volunteer-only policy is unsustainable.
